Cities were measured in three main categories:

1. Pet Budget- including vet costs and insurance.
2. Pet Health and Wellness- including number of veterinarians per capita, caretakers, dog friendly restaurants, number of shelters etc
3. Outdoor pet friendliness- including weather, dog parks per capita, dog friendly trails, etc
